For the future, this is cache related. If you try ctrl + f5 it will force refresh and you will see your logo, or purge cache from acp.
Generally purging the cache is usually only required if you edit a template file. This also increases the asset version which is a parameter for stylesheet.css forcing the browser to reload stylesheet.css. However the imported files in stylesheet.css will not be forced to reload since the file is the same.

If you have made manual edits to CSS files change the hash value for that file in stylesheet.css and then purge the cache. This will force the browser to reload stylesheet.css and the file you changed the hash value for.

If you need to refresh the browser to see changes that means your users would need to do the same thing if they have cached files. You need something that will trigger the browser to reload static files like CSS, images etc. You can only really do that by changing the file name or parameter like the hash value.
